Our Board of Trustees is the governing body of the Alabama School of Cyber Technology and Engineering. The Board adopts policies for the successful leadership, operation and management of ASCTE. Responsibilities include adopting the school program courses, diploma requirements, and approving extracurricular programs. The Board also approves the school budget and seeks resources to support the school. The Board of Trustees appoints the President of the School.
The ASCTE Board of Trustees is a dynamic group of professionals representing state universities and colleges, government, and related career fields. Our board includes distinguished members who are leaders in our state and community and who have dedicated their time and talent to grow a new generation of cyber and engineering leaders.

Senator Arthur Orr
Board of Trustees Chair
Senator Orr serves in the Alabama Legislature representing the 3rd district. In addition to his legislative duties, he serves as the chair of the board.

Alicia Ryan
Board of Trustees Vice Chair
Alicia Ryan is chief executive officer of LSINC Corporation. For more than 25 years, she has consulted with senior executive leaders at federal agencies and Fortune 100 companies throughout the U.S. and abroad.

Miranda Bouldin
Board of Trustees Secretary
Miranda Bouldin is President and CEO of LogiCore. Since 2002, she has grown the company into one of Huntsville’s premier providers of technology services.

Brandon Shoupe
Board of Trustees Treasurer
Brandon Shoupe serves as Treasurer of the Board of Trustees and as Chairman of the Houston County Commission since 2014, working to improve the county. Additionally, he owns Kaiser Capital Investments, an investment firm for online businesses.

Rebekah Elgin-Council
Blue Cross and Blue Shield of Alabama
Rebekah currently serves as Senior Vice President and Chief Marketing Officer at Blue Cross and Blue Shield of Alabama. Rebekah is very active in her community and serves on several boards including Oakworth Capital Bank, Alabama Symphony Orchestra, UAB Arts Advisory Board and the board and executive committee of the United Way of Central Alabama, also serving as the 2023 United Way of Central Alabama Annual Campaign Pacesetter Chair.

Dr. Todd McDonald
University of South Alabama
Dr. Jeffrey "Todd" McDonald is a Computer Science Professor at the University of South Alabama (USA) and the Director of the Center for Forensics, Information Technology, and Security (CFITS). He retired as a Lieutenant Colonel from the U.S. Air Force after a 21-year career specializing in cyber systems defense, research, and education, with deployments in support of Operation Iraqi Freedom and New Dawn. He has published over 100 peer-reviewed papers in various journals, advised more than 40 graduate-level research students, and secured over $27M in collaborative funding for cyber security and education from organizations like the National Science Foundation, Department of the Interior, US Army Space and Missile Defense Command, National Security Agency, Air Force Office of Scientific Research, and Air Force Research Laboratory.

Frank Cilluffo
Auburn University
Frank Cilluffo is a member of the Cyberspace Solarium Commission and the Department of Homeland Security’s Advisory Council, and is routinely called upon to advise senior officials in the executive branch, U.S. Armed Services, and state and local governments. He primarily serves as Director of the McCrary institute for cyber and critical infrastructure security at Auburn University.

Representative Anthony Daniels represents the 53rd House District and serves as House Minority Leader. Representative Daniels has been influential in a number of decisions that have served to develop Alabama and support its citizens.

Maj. General Barbara Fast, Ret., USA
BGF Enterprise
Major General Fast (Ret.) is a member of the Military Intelligence Corps Hall of Fame. With over 30 years of service, she broke ground as the first female intelligence officer for a combat unit and served in some of the highest ranking positions in intelligence. She serves on the board of a number of companies, promoting higher education and cyber innovation.

Dr. Jeff Gray
The University of Alabama
Dr. Gray is a national leader in computer science education, and is a member of Code.org’s Education Advisory Council. He has been influential in creating the AP Computer Science curriculum and exam.

Patrick Hilgendorf
Southern Poverty Law
Mr. Hilgendorf serves as Cybersecurity Director for the Southern Poverty Law Center. He has held a number of positions in the USAF, including chief of staff for the CISO, and has helped modernize Air Force cybersecurity policy.

Boone Kinard
Executive Director of External Affairs for the Alabama Community College System
Boone Kinard currently serves as Executive Director of External Affairs for the Alabama Community College System (ACCS), and has been in this position since November 2016.

Angela Martin
Deputy State Superintendent of Education
Mrs. Angela Martin has served as the Assistant State Superintendent of Evaluation, Accountability and Support for the Alabama State Department of Education since 2020.

Dr. Mark Brown
Tuskegee University
Dr. Mark Brown began his tenure as the tenth president and CEO of Tuskegee University on July 1, 2024, marking the first time an alumnus has led the institution. His extensive background includes service as a Major General in the Air Force, with 32 years of service and leadership roles at the Air Education and Training Command, and as COO of the U.S. Department of Education Office of Federal Student Aid. Brown, who earned his bachelor's in accounting from Tuskegee, has also been president of the Student Freedom Initiative, which supports HBCUs and other minority-serving institutions.

Shane is passionate about bringing new technology, innovative ideas, and data analytics into the energy sector.

Dr. Mohammed A. Qazi
Tuskegee University
Dr. Mohammed A. Qazi is the associate dean for Research and Outreach in the College of Arts and Sciences at Tuskegee University. In addition, Dr. Qazi serves in leadership capacities on several externally funded mentoring-type projects that are designed to broaden the participation of groups that are underrepresented in STEM. He is a recipient of the 2021 Presidential Award for Excellence in Science, Mathematics and Engineering Mentoring (PAESMEM).
